FIFA Takes Over Nigerian Football, Approves Normalisation Committee Until May 2027

The Federation of International Football Associations (FIFA) has approved the appointment of a Normalisation Committee to oversee the affairs of the Nigeria Football Federation (NFF), marking a major development in the leadership crisis that has engulfed Nigerian football.
The decision was taken on Thursday, October 22, 2026, by the Bureau of the FIFA Council, which authorised the establishment of the committee to manage the federation pending fresh elections into the NFF Executive Committee.
In a letter signed by FIFA Secretary General Mattias Grafström and addressed to the NFF’s Acting General Secretary, Dr Emmanuel Ikpeme, MON, the world football governing body confirmed that FIFA and the Confederation of African Football (CAF) would jointly appoint members of the committee.
“The normalisation committee shall consist of a suitable number of members, who will be appointed jointly by FIFA and CAF as soon as possible,” the letter stated.
FIFA also established a deadline for the committee to complete its assignment, making it clear that the transitional arrangement must not extend beyond May 31, 2027.
“The period during which the normalisation committee shall perform its functions shall expire as soon as it has fulfilled all of its tasks, but by no later than 31 May 2027,” the letter added.
In a move designed to prevent members of the transitional body from benefiting personally from the electoral process they will oversee, FIFA further stipulated that none of the Normalisation Committee members would be eligible to contest positions in the forthcoming NFF elections under any circumstances.
The decision represents a significant intervention by FIFA in Nigerian football administration following the leadership crisis that resulted in the resignation of former NFF President Ibrahim Musa Gusau and other members of the federation’s Executive Committee.
The crisis had prompted the National Sports Commission (NSC) to appoint Dr Ikpeme as Acting General Secretary and Dr Ademola Olajire as Acting Deputy General Secretary, while the federation’s electoral process was suspended.
FIFA and CAF subsequently intervened, with the two continental and global football authorities seeking a framework to restore stability and establish a legitimate leadership structure for the federation.
Thursday’s decision now provides a transitional arrangement through which the NFF can work towards fresh elections and the emergence of a new Executive Committee.
However, the names and number of individuals who will serve on the Normalisation Committee have yet to be announced, with FIFA confirming that the appointments will be made jointly with CAF as soon as possible.
Pending the constitution of the committee, the NFF Secretariat will continue to oversee the day-to-day running of the federation and the administration of Nigerian football.
The arrangement ensures that the federation’s routine administrative activities can continue while FIFA and CAF finalise the composition of the transitional leadership.
The Normalisation Committee will be expected to complete its assigned responsibilities within the stipulated period, paving the way for an elected Executive Committee to assume control of Nigerian football administration.
The May 31, 2027 deadline gives the committee a maximum period of just over seven months to complete its work, although FIFA has made it clear that its mandate will end earlier if all assigned tasks are fulfilled.
